No significant fiscal implication to the State is anticipated.

The bill would amend the Education Code to require each school district to develop and distribute a written agreement stating the responsibilities of each student, each student's parent or guardian, and each of a student's classroom teachers. The agreement would be required for students at each grade level, including prekindergarten. The agreement would have to be signed by the student's parent or guardian and the student's primary classroom teacher or one of the student's foundation curriculum teachers. Schools districts would be required to develop methods for enforcing agreements and penalties if a parent, guardian, or teacher refused to sign an agreement. A student could sign an agreement but would not be required to do so.

The bill would take apply beginning with the 2017-2018 school year. The bill would take immediate effect if it receives a two-thirds vote of each house of the Legislature. Otherwise, it would take effect September 1, 2017.

Local Government Impact

School districts be likely to see increased costs related to the development and distribution of the required forms. School districts would also see costs related to the development and enforcement of policies against any parents, guardians, and teachers who refuse to sign the agreements.
