LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

April 2, 2017

TO:
Honorable Dan Huberty, Chair, House Committee on Public Education

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB1720 by Phillips (Relating to parental notice regarding an incident of lice in a public elementary school.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would establish parental notification requirements in the event that an elementary school administrator or nurse becomes aware that a child enrolled in the school has lice.

The bill would take immediate effect if it receives a two-thirds vote of each house of the Legislature. Otherwise, the bill would take effect September 1, 2017. The bill would apply beginning with the 2017-2018 school year.

The Texas Education Agency indicates that any costs associated with the bill could be absorbed within the agency's existing resources.

Local Government Impact

Schools would have some additional costs relating to the notifications required under the bill, but these costs are not expected to be significant.
