No significant fiscal implication to the State is anticipated.

The bill would require the governing board of a public institution of higher education to obtain prior approval from the Texas Higher Education Coordinating Board (THECB) before making certain land purchases. All institutions, except for the The University of Texas System, have responded that the impact of the bill would not be significant. The University of Texas System has indicated that provisions of the bill could result in additional costs. Based on an analysis of agency responses, it is assumed that duties and responsibilities associated with implementing the provisions of the bill could be accomplished by using existing resources. It is also assumed that instances of institutions purchasing land outside the institution's service area, which would require THECB approval, would be infrequent occurrences.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
