No significant fiscal implication to the State is anticipated.
The bill would amend the Government Code to require managed care organizations under contract with the Health and Human Services Commission (HHSC) to ensure the sharing of information, including medical records, among care coordinators and health care providers to coordinate care.
HHSC indicated that significant changes to managed care organization (MCO) provider portals may be necessary to implement the requirements of the bill. According to HHSC, this could impact MCO administrative rates, but the agency does not have the information necessary to make appropriate assumptions to determine the fiscal impact. This analysis assumes that any costs to modify provider portals could be absorbed within existing resources and the provisions of the bill would not have a significant fiscal impact to the state.
This bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house. Otherwise the provisions would be effective September 1, 2017.
