LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

March 24, 2017

TO:
Honorable Jodie Laubenberg, Chair, House Committee on Elections

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB1825 by Goldman (Relating to the conduct of early voting by personal appearance.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend the Election Code requiring a movable early voting polling location to be open for at least eight hours each day and may be moved only after being at its current location for two days.

The bill repeals Section 42.002(c) of the Election Code.

The bill would take effect September 1, 2017.

Local Government Impact

According to El Paso County, the county currently operates its mobile voting sites for eight hours a day but for only one day, per location, to reach as many locations in the county as possible. If the bill were to take effect the county might double the mobile voting sites and the cost would be $4,000 to $8,000 per election.
