No significant fiscal implication to the State is anticipated.
The bill would amend Section 412.011 of the Labor Code as it relates to the purchase of certain insurance coverage and the performance of related risk management services for the University of Houston System and the component institutions of that system. Under the provisions of the bill, the University of Houston System and the component institutions would be exempt from the purchase of certain insurance coverage through State Office of Risk Management (SORM). According to SORM, exempting the University of Houston System would likely result in increased premiums for the remaining participant agencies. The bill would take effect immediately upon receiving a two-thirds majority vote in each house. Otherwise, the bill would take effect September 1, 2017.
