No significant fiscal implication to the State is anticipated.
The bill would require pharmacists practicing in a Class A pharmacy to dispense a Schedule II Controlled Substance prescribed by an Advance Practice Registered Nurse or Physician Assistant to whom a physician has delegated prescribing and ordering authority. The Health and Human Services Commission and the Texas Medical Board indicate that any costs associated with the bill could be absorbed within the agency's existing resources. The bill would take effect immediately upon a two-thirds majority vote of both houses. Otherwise, it would take effect September 1, 2017. Based on the LBB's analysis of the Board of Nursing and the Board of Pharmacy, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
