Honorable Dan Huberty, Chair, House Committee on Public Education
FROM:
Ursula Parks, Director, Legislative Budget Board
IN RE:
HB1865 by Krause (Relating to the scheduling of the first and last days of school for students by school districts.), As Introduced
No fiscal implication to the State is anticipated.
The bill would amend the Education Code to establish rules for school districts related to the scheduling of the first and last days of instruction in a regular school year. It is assumed that the bill would have no fiscal impact on the Texas Education Agency (TEA), based on information provided by TEA.
The bill would become effective immediately if it receives a vote of two-thirds of all members of each chamber of the Legislature, or otherwise on September 1, 2017.
Local Government Impact
The bill would establish that school districts may not schedule the first day of instruction for a school year before the Tuesday after Labor Day, and may not schedule the last day of instruction for a school year after the Friday preceding Memorial Day. The bill would grant exemptions to these provisions for year-round schools, and would preserve scheduling flexibility for districts of innovation.
According to information provided by TEA, it is assumed that any costs and responsibilities associated with the bill would be minimal and could be absorbed within existing staff and resources.
