No fiscal implication to the State is anticipated.
The bill would amend the Parks and Wildlife Code allowing the owner of the land adjoining the Plains Junction Trail to operate a motor vehicle on the trail right-of-way if the operation is temporary, occasional, and necessary or convenient for transportation of animals, equipment, or people. The owner is exempt from any permit or fee required by the Parks and Wildlife Department for use of the Plains Junction Trail. The owner is subject to regulation to protect the safety of persons or property.
The bill would take effect immediately if it receives a two-thirds vote in each house; otherwise, the bill would take effect September 1, 2017.
