Fiscal Analysis
The bill would require the State Board for Educator Certification (SBEC) to expedite certification applications and issue a three-year temporary certificate for educators who are spouses of active duty military service members. Methodology
Developing and implementing changes to the Texas Education Agency's (TEA) Educator Certification Online System (ECOS) system to support the new certificate type would be $103,423 in fiscal years 2018 and 2019. TEA estimates the Information Technology System department would need to develop, test, implement, and configure an online process to allow educators who are spouses of active duty military service members to retain the current fee exemption provision and apply for the three-year certificate.

TEA estimates the $103,423 cost in fiscal years 2018 and 2019 are related to updates to batch processes, modification of tables and reports, and the addition of new reporting elements to comply with the provisions of the bill.
