No significant fiscal implication to the State is anticipated.
The bill would amend the Transportation Code to require a driver license applicant to opt out of an organ donation registry to not be registered in an organ donation registry. The bill would require the Department of Public Safety to ask each driver license applicant the question, "Would you like to refuse to join the organ donor registry?" and state, "If you answer 'no' to the previous question or do not answer the previous question, you consent to join the organ donor registry by performing either of those actions."
It is assumed any costs associated with implementing the bill could be absorbed within existing resources.
The bill would take effect September 1, 2017.
