No significant fiscal implication to the State is anticipated.

The bill would amend the Labor Code relating to enhanced employment services for veterans and military service members. The bill requires the Texas Workforce Commission (TWC) to establish and administer the Operation Welcome Home program to expedite the entry of veterans and military service members into the workforce through enhanced employment services.
 
Based on information provided by TWC, this analysis assumes the duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. The agency is currently operating the Operation Welcome Home program using the agency's existing Skills Development funds.
 
The bill would take effect immediately upon receiving a vote of two-thirds of all members elected to the House and Senate or otherwise on September 1, 2017.

Local Government Impact
