LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

April 10, 2017

TO:
Honorable Phil King, Chair, House Committee on Homeland Security & Public Safety

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB2083 by Shaheen (Relating to expedited processing of certain applications for a license to carry a handgun; waiving a fee.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code to require the Department of Public Safety to expedite the application and waive the fee for the issuance of a license to carry a handgun for an applicant who submits a copy of an active protection order or an active magistrate's emergency order of protection that indicates that the applicant or another person in the applicant's family or household is protected by the order. It is assumed the administrative costs required to implement the provisions of the bill could be absorbed within existing resources.

The Comptroller of Public Accounts reports that any decrease in revenue resulting from the provisions of the bill, relating to license fees, cannot be estimated. This analysis assumes the decrease in revenue would not be significant.

The bill would take effect September 1, 2017.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
