No significant fiscal implication to the State is anticipated.

The bill amends the Government Code as it relates to good conduct time earned by certain inmates and the consideration of release on parole for those inmates. Under the provisions of the bill, the Board of Pardons and Paroles (BPP) would be required to give special consideration to good conduct time accrued by certain individuals when considering the individual for release to parole supervision.
 
This analysis assumes requiring BPP to provide special consideration to the amount of good conduct time accrued by an individual can be absorbed within existing resources. This analysis assumes the provisions of the bill addressing considerations for parole release would not result in a significant impact on state correctional agencies.
 
The bill would take effect on September 1, 2017 and apply to individuals confined in state correctional institutions on or after the effective date, regardless of whether the offense for which they are confined occurred before, on, or after the effective date of the Act.
