No significant fiscal implication to the State is anticipated.

The bill would create an advisory panel to conduct a study on existing best management practices and funding mechanisms in this state for the prevention, mitigation, and abatement of windblown and waterborne litter and illegal dumping in communities.  The panel would be comprised of eight agencies and three additional appointees each from the Governor, Lieutenant Governor, and Speaker of the House of Representative. The representative from the Texas Commission on Environmental Quality (TCEQ) would be the presiding officer of the panel, and members of the panel would not be entitled to compensation for service on the panel, but would be entitled to travel reimbursement. Additionally, the panel is authorized to accept gifts and grants from any source to be used to carry out the function of the panel.

At the conclusion of the study, the panel would make recommendations to TCEQ and the Texas Department of Transportation, as well as issue a best practices guide and report to the Lieutenant Governor, the Speaker of the House of Representatives, and the legislative committees with primary jurisdiction over the issues described in the report by November 1, 2018. The panel would be abolished January 1, 2020. No significant fiscal impact is anticipated as a result of the bill. TCEQ reported the agency would contract with a third party to conduct the study. However, for the purposes of this analysis it is assumed that related costs would not be significant and could be absorbed within existing resources.
