Fiscal Analysis
Under provisions of the bill, the Higher Education Coordinating Board (Board) would be required to maintain a repository for student transcripts from closed institutions that were issued a certificate of authority under Education Code Section 61.306. The bill would allow the board to charge a fee to students requesting transcript copies maintained in the repository, not to exceed the cost of retrieving, reproducing, and sending the transcript copies.
Methodology
Based on information provided by the Higher Education Coordinating Board, two additional FTEs, one program specialist and one administrative technician, would be needed to create and maintain the repository. The total costs for these two FTEs, including salaries and wages, retirement and other costs would be $169,218 in fiscal year 2018 and $147,218 in fiscal year 2019 and subsequent years.
