The bill would amend statute with regards to the applicability of certain laws to open-enrollment charter schools, including civil liability immunity; zoning, permitting, code compliance, and development; governmental actions affecting private property rights; and impact fees.

According to the Texas Education Agency, charter schools could have a fiscal impact related to the implementation of the provisions of the bill, but the agency anticipates that any fiscal impact would not be significant.
