Honorable Byron Cook, Chair, House Committee on State Affairs
FROM:
Ursula Parks, Director, Legislative Budget Board
IN RE:
HB2204 by Kacal (Relating to the requirements for construction contracts for certain water supply projects, treatment works, and flood control measures.), As Introduced
No significant fiscal implication to the State is anticipated.
The bill would amend the Water Code as it pertains to construction contract requirements for projects funded through certain programs administered by the Texas Water Development Board (TWDB) to more closely mirror federal requirements regarding the use of iron and steel made in America. The bill would require TWDB to adopt rules to promote compliance with these contract requirements. The bill would require TWDB to establish and administer a system to allow for the waiver of these requirements as necessary. Based on the analysis of TWDB, duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.
Local Government Impact
According to the Texas Association of Counties, the fiscal impact to counties is not anticipated to be significant.
