No significant fiscal implication to the State is anticipated.
The bill would amend the Water Code to require certain recipients of financial assistance from the Texas Water Development Board (TWDB) to have a water conservation program in place that includes enforceable time-of-day limitations on outdoor watering by its customers. TWDB would be required to adopt rules and provide guidance regarding the development and implementation of programs. Based on the analysis of TWDB and the Comptroller of Public Accounts, duties and responsibilities associated with implementing the provisions of the bill could be accomplished using existing resources.
