LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

April 21, 2017

TO:
Honorable Dan Huberty, Chair, House Committee on Public Education

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB2247 by Dukes (Relating to authorization for a caregiver who is a relative to enroll a child in school.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would authorize a caregiver of a child who is a relative of the child to enroll the child in school under certain circumstances. The bill would require the Commissioner of Education to adopt rules to implement the provisions of the legislation, and would require the Texas Education Agency (TEA) to develop and make available an affidavit to be used by a caregiver of a child to enroll the child in school.

TEA indicates that any additional cost associated with implementing the provisions of the bill could be absorbed within existing resources.

The bill would take effect immediately if it receives a two-thirds vote of all members in each chamber; otherwise, it would take effect on September 1, 2017.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
