No fiscal implication to the State is anticipated.

The bill would amend the Water Code exempting certain entities participating in interbasin transfers. The bill would exempt a water control and improvements district that has coextensive boundaries of a municipality with a population of 700,000 and is located in a river basin with a population over 6 million. The bill exempts a municipality that has a population over 100,000 and is located in a river basin that forms a boundary between Texas and another state and the river does not flow into the Gulf of Mexico at a point located in this state.

The bill would take effect immediately if it receives two-third vote in each house; otherwise it would take effect September 1, 2017.
