No fiscal implication to the State is anticipated.
The bill would amend the Local Government Code relating to municipal annexation. The bill would allow a municipality to annex if one of four conditions is met: 1) the municipality to hold an election in the area proposed to be annexed and a majority of voters approve, 2) a majority of registered voters of the area request in writing to the governing body to be annexed; 3) each owner of land in the area requests to be annexed; or 4) the municipality owns the land.
The bill would require the annexation of land by election to be completed 90 days after the election, otherwise the election and annexation proceedings are void.
The bill would take effect immediately if it receives a two-thirds vote in each house; otherwise the bill would take effect September 1, 2017.
