March 31, 2017

TO:
Honorable Phil King, Chair, House Committee on Homeland Security & Public Safety

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB2317 by Metcalf (Relating to access to criminal history record information by an emergency communication district.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code to allow an emergency communication district to obtain criminal history record information from the Department of Public Safety for certain persons. The bill would also prohibit an emergency communication district from disclosing criminal history record information except in a criminal proceeding, on court order, or with the consent of the person who is the subject of the criminal history record information. The Department of Public Safety indicates that the costs to implement the provisions of the bill could be absorbed within existing resources.

The bill would take effect September 1, 2017.

Local Government Impact

No fiscal implication to units of local government is anticipated.
