No significant fiscal implication to the State is anticipated.

The bill would amend the Alcoholic Beverage Code to allow the holder of a wine and beer retailer's permit to transfer alcoholic beverages between noncontiguous permitted premises in a facility that is operated for public entertainment and that is located primarily along the Comal River, providing restrictions. The Texas Alcoholic Beverage Commission indicates that any costs associated with implementing the provisions of the bill could be absorbed within the agency's existing resources.

The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house. Otherwise, the bill would take effect September 1, 2017.
