No significant fiscal implication to the State is anticipated.
The bill would amend the Health and Safety Code relating a study concerning maternal mortality and morbidity in the state 's African American population. The Department of State Health Services indicates it could absorb the costs associated with the bill within current resources. The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If the bill does not receive the vote necessary for immediate effect, the bill would take effect September 1, 2017.
