No significant fiscal implication to the State is anticipated.
The bill amends the Government Code as it relates to the awarding of good conduct time to certain individuals. Under the provisions of the bill, the Texas Department of Criminal Justice would be able to award good conduct time to an individual if the individual provided substantial assistance to a law enforcement agency in certain circumstances while confined.
This analysis assumes the provisions of the bill addressing considerations for accruing good conduct time would not result in a significant impact on state correctional agencies.
The bill would take effect on September 1, 2017 and applies to individuals confined in state correctional institutions on or after the effective date, regardless of whether the offense for which they are confined occurred before, on, or after the effective date of the Act.

According to the Texas Association of Counties, no fiscal implication to counties is anticipated.
