No significant fiscal implication to the State is anticipated.
The bill would amend Texas Government Code, Section 403.0305 to prohibit a public agency from entering into a contract in order to bring a suit under the Texas Water Code in which the Texas Commission on Environmental Quality (TCEQ) is a necessary and indispensable party without review and approval of that contract by the Comptroller.
TCEQ and the Comptroller estimate that implementing the provisions of the bill could be done using existing resources.
