No significant fiscal implication to the State is anticipated.
The bill would amend Texas Water Code, Section 5.552(d) to require an applicant for an environmental permit to place a sign at the site of the facility or proposed facility that states that an application for a permit has been filed, and the manner in which the Texas Commission on Environmental Quality (TCEQ) may be contacted for further information. The bill would only apply to applications for a permit filed with TCEQ on or after the effective date of the bill. The bill would take effect September 1, 2017.
TCEQ estimates that implementing the provisions of the bill could be done using existing resources.
Local Government Impact
TCEQ notes that if local or other governmental entities are applicants for a permit under the provisions of the bill, these entities would have to cover the cost of the required sign. This cost is not anticipated to be significant.
