No fiscal implication to the State is anticipated.

The bill would amend Texas Water Code, Section 5.552(d) to require an applicant for an environmental permit to place a sign at the site of the facility or proposed facility that states that an application for a permit has been filed; the name of, and contact information for, the applicant; the proposed site use; and the manner in which the applicant may be contacted for further information. This sign must be placed not later than the 30th day after the date that the Texas Commission on Environmental Quality (TCEQ) determines the application to be administratively complete. The bill would only apply to applications for a permit filed with TCEQ on or after the effective date of the bill. The bill would take effect September 1, 2017.
 
TCEQ estimates that implementing the provisions of the bill could be done using existing resources.

Local Government Impact

TCEQ notes that if local or other governmental entities are applicants for a permit under the provisions of the bill, these entities would have to cover the cost of the required sign. This cost is not anticipated to be significant.
