No significant fiscal implication to the State is anticipated.

The bill would amend the Human Resources Code to establish a Legislative Oversight Committee on the allocation of Medicaid beds in nursing facilities. The bill would require the Committee to use existing staff resources of the Senate and House of Representatives to assist in performing its duties, and would allow a member of the Committee to receive reimbursement for travel expenses incurred in conducting business of the committee, as provided in the General Appropriations Act. The bill would authorize the Committee to request reports and other information from the Health and Human Services Commission, and would require the Committee to submit a report on its activities to the Governor, Lieutenant Governor, and Speaker of the House of Representatives not later than November 15 of each even-numbered year. The Committee would be abolished and the statute governing the Committee would expire on September 1, 2021. The bill would take effect September 1, 2017.

Based on the LBB's analysis of the Health and Human Services Commission, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources. This analysis assumes that any costs associated with establishing the Legislative Oversight Committee would be insignificant and could be absorbed by utilizing existing resources.
