No significant fiscal implication to the State is anticipated.
The bill would amend the Education Code to require The University of Texas Health Science Center at San Antonio (UTHSCSA) to establish and maintain the National Center for Warrior Resiliency. The Center would be devoted to research and clinical care regarding the detection, prevention, diagnosis, and treatment of combat-related posttraumatic stress disorder and comorbid disorders and enhancing the psychological resiliency of military personnel and veterans. The bill would require the Center to foster multi-disciplinary and multi-institutional research collaborations and seek funding for Center operations through gifts, grants, donations, and sponsored research.
According to The University of Texas System Administration (UT System), UTHSCSA would be able to support all of the Center's programmatic services through grant funding. UT System indicated that UTHSCSA would require $1.25 million per year to support the administrative costs of the Center. This would include funding to support 7.5 full-time equivalent positions, rent, and other operational costs.
Because the bill would require UTHSCSA to seek funding for Center operations through gifts, grants, donations, and sponsored research, this analysis assumes any costs related to the Center would be paid for with institutional funds.
