No significant fiscal implication to the State is anticipated.
The bill would amend the Education Code related to the discipline and behavior management of certain students at a school district or open-enrollment charter school. The bill would require schools to adopt positive behavior programs for certain students; provide training for certain educators; and submit procedures detailing program implementation to the Texas Education Agency (TEA). The bill would require the Commissioner of Education to adopt rules related to appropriate behavior management techniques and develop a database of positive behavior support systems.
TEA indicates that it could absorb the costs associated with the bill within its current resources.
The bill would take effect immediately if passed within the necessary voting margins, or September 1, 2017, and would apply beginning with school year 2018-19.
Local Government Impact
TEA anticipates that school districts would have administrative, training and implementation costs associated with the provisions of this bill. The costs will vary depending on the size of the district and current discipline programs in place. TEA estimates costs of approximately $500 per elementary school campus.
