HB2654 by Stucky (Relating to the personal liability of certain elected officials under local government programs to fund water and energy savings improvements through assessments.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend the Local Government Code concerning the collection of assessments relating to low-cost, long-term loans for water conservation, energy-efficiency improvements, and renewable retrofits.  It provides that a county assessor-collector who performs the duties of local government concerning assessments, under certain conditions, is not personally liable as a result of exercising those duties.

According to the Texas Water Development Board, as the agency is not involved in the financing of these loans the bill would have no significant fiscal impact on the state.

The bill would take effect September 1, 2017.

According to the Texas Association of Counties, the bill would have no fiscal impact on counties.
