LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

April 17, 2017

TO:
Honorable Dan Huberty, Chair, House Committee on Public Education

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB2683 by Hinojosa, Gina (Relating to a highway toll exemption for public school buses.), As Introduced

The bill would have an indeterminate negative fiscal impact to the State.

The bill would amend the Transportation Code exempting a school bus that is already exempt from registration fees from paying a toll for use of a toll project.

According to the Texas Department of Transportation (TxDOT), the bond covenant on the Central Texas Turnpike System does not authorize TxDOT to impair revenue by offering free or discounted tolls. TxDOT would be required to reimburse the waived tolls to the toll system.

The bill would take effect September 1, 2017.

Local Government Impact

According to the Texas Education Agency, the bill would have an indeterminate positive fiscal impact to school districts.
