No fiscal implication to the State is anticipated.
The bill would amend the Health and Safety Code related to solid waste service for a rental property and extraterritorial jurisdiction of a municipality that has a population of 1.5 million and at least 75 percent of the population resides in a single municipality.
SECTION 1, 2, 3, would take effect immediately if the bill receives two-thirds vote in each house; otherwise it would take effect September 1, 2017.
SECTION 4 would take effect January 1, 2018.
