LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

May 10, 2017

TO:
Honorable Charles Schwertner, Chair, Senate Committee on Health & Human Services

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB2904 by White (Relating to the memorandum of understanding among certain agencies to coordinate services provided to persons needing multiagency services.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code to include the Texas Education Agency (TEA) to the list of agencies required to enter into a joint memorandum of understanding (MOU). The MOU would promote a system of local-level interagency staffing groups to identify and coordinate services in the least restrictive setting appropriate for persons needing multiagency services. Additionally, the bill would require development and implementation of the joint memorandum of understanding be overseen by the division within the Health and Human Services Commission (HHSC) responsible for coordinating policy and delivery of mental health services. The bill would take effect September 1, 2017.

Based on the Legislative Budget Board analysis, duties and responsibilities associated with updating the memorandum of understanding on services for persons needing multiagency services could be accomplished by utilizing existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
