FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

April 28, 2017

TO:
Honorable Byron Cook, Chair, House Committee on State Affairs

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB2926 by Roberts (Relating to legislative review and approval of state agency rules.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill requires a state agency to file a copy of each rule, other than an emergency rule, with each house of the legislature. Each rule is required to be referred to a standing committee for review.  A committee may elect to consider the rule in a committee meeting and vote on whether to suspend the rule.  If either committee elects not to consider a rule or does not vote to suspend the rule, the rule is considered approved and may take effect.  If a rule is suspended, an agency is prohibited from adopting a rule or emergency rule containing the substance of the suspended rule.

Local Government Impact

No fiscal implication to units of local government is anticipated.
