No significant fiscal implication to the State is anticipated.

The bill requires a state agency to file a copy of each proposed rule, other than an emergency rule, with each house of the legislature. Each rule is required to be referred to a standing committee for review and approval. Each rule is required to be approved by unanimous vote, otherwise it is suspended. If a rule is suspended, an agency is prohibited from adopting a rule or emergency rule containing the substance of the suspended rule.
