LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

April 3, 2017

TO:
Honorable Carol Alvarado, Chair, House Committee on Urban Affairs

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB2947 by Moody (Relating to the eligibility of certain at-risk developments to receive low income housing tax credits.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code relating to the eligibility of certain at-risk developments to receive low income housing tax credits. The bill would add additional criteria to the term "at-risk development" and provide that certain at-risk developments do not lose eligibility for credits if certain conditions are met.

The Texas Department of Housing and Community Affairs anticipates any additional work resulting from the passage of the bill could be reasonably absorbed within current resources.

The bill would take effect immediately if it receives two-thirds vote in each house; otherwise, the bill would take effect September 1, 2017.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
