No significant fiscal implication to the State is anticipated.
The bill would amend the Water Code requiring certain home-rule municipalities to provide water and wastewater service to a general-law municipality, on the request of that municipality and at the level of service requested by the municipality, if certain conditions are met. The bill would apply to a home-rule municipality that is primarily located in a county with a population of more than one million and a general law municipality with a population of less than 301 located in a county with a population of more than 150,000.
The bill would take effect immediately if it receives a two-thirds vote in each house; otherwise, the bill would take effect September 1, 2017.
The Public Utility Commission anticipates no significant fiscal impact to the state from the provisions of the bill.
