No significant fiscal implication to the State is anticipated.
The bill would amend the Water Code requiring certain home-rule municipality to provide water and sewer service to a general-law municipality if certain conditions are met. The bill only applies to a home-rule municipality that is primarily located in a county with a population of one million and a general law municipality with a population of less than 301 located in a county with a population of 150,000 or more.
The bill would take effect immediately if it receives a two-thirds vote in each house; otherwise, the bill would take effect September 1, 2017.
The Public Utility Commission anticipates no significant fiscal impact to the state from the provisions of the bill.
