No significant fiscal implication to the State is anticipated.
The bill would require a mechanism for the secure temporary storage of weapons in any building or area that is both open to the public and prohibits weapons. These requirements would only apply in counties with a population greater than 3.3 million, currently Harris County. The bill would authorize a fee of up to $1 per day for the use of storage, and would establish procedures for the disposal of unclaimed or abandoned weapons.
For purposes of this fiscal note, it is assumed costs associated with implementation would be absorbed by institutions of higher education and state agencies. According to the Comptroller, the fiscal impact of the fee provisions cannot be determined.
This bill would take effect September 1, 2017. State agencies and political subdivisions subject to this subchapter would provide temporary weapon storage facilities by March 1, 2018.
Local Government Impact
Harris County reported a one-time cost of $17.2 million for costs associated with design, permits, and retrofitting for 66 facilities, as well as additional FTEs, and a recurring cost of $11.5 million per year.
According to the Harris County Hospital District, the cost cannot be determined at this time; however, the bill would affect all sites and over 40 facilities in the system, which would have a significant fiscal impact.
According to Alief ISD, the bill would have no fiscal impact on the District.
