The fiscal implications of the bill cannot be determined at this time as licensing agencies do not collect data regarding applicant military status.

The bill requires all licensing agencies to waive license application, examination, and renewal fees for all military service members, military veterans, military spouses, and military veteran spouses. The fiscal impact of the bill cannot be determined due to a lack of data collected by licensing agencies on the specific populations granted fee waivers by the bill. The provisions of the bill would result in an indeterminate loss of General Revenue to the state.

Based on an estimated size of the population of licensees who would qualify for the fee waiver, the Texas Department of Licensing and Regulation estimates a loss in revenue of $3,246162 during the 2018-19 biennium. The Texas Medical Board has estimated the bill would reduce revenue from their licensees by $2,369,416 during the 2018-19 biennium.
