FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

May 2, 2017

TO:
Honorable Lyle Larson, Chair, House Committee on Natural Resources

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB3037 by Workman (Relating to the definition of groundwater management areas to coincide with major and minor aquifers and the joint planning process in those areas.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Water Code requiring the Texas Water Development Board (TWDB) to assign each major and minor aquifer to a groundwater management area designated solely for that aquifer. The bill would require TWBD to designate the groundwater management areas no later than May 1, 2018.

TWDB assumes any fiscal impact from implementing the provisions of the bill can be accomplished with existing agency resources.

The bill would repeal Section 35.004(b) of the Water Code.

The bill would take effect September 1, 2017.

Local Government Impact

According to the Edwards Aquifer, no fiscal impact is anticipated.
