No significant fiscal implication to the State is anticipated.
The bill would amend the Education Code to allow school districts to employ a candidate for certification as a teacher of record under certain field-based experience requirements. The bill would allow the candidate to complete the 15 hour minimum requirement either after the candidate's admission to an EPP or during the two years preceding admission. The bill would allow the field-based experience requirement to be satisfied by observing an active teacher certified by this state, or by serving as a substitute teacher or teacher's aide. The bill would take effect September 1, 2017.
The Texas Education Agency indicates any costs associated with the provisions of the bill can be accomplished with existing resources.
