The bill would amend Texas Agriculture Code, Section 148.026 to make a lien on cattle, sheep, goats, or hogs for slaughter attach and perfect on delivery of the livestock to the purchaser without further action, including the filing of a financial statement, notwithstanding any other law. The bill would add Section 148.031, creating a lien held by terminal livestock feeding facilities that would attach and perfect on the date on which the facility first provides feed and care to an animal left with the facility, and would remain perfected without requirement of further action, including filing a financial statement. The bill would amend Section 148.028 to prioritize a terminal livestock feeding facility lien over the seller's lien defined in Section 148.026. The bill would take effect September 1, 2017.
