LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 85TH LEGISLATIVE REGULAR SESSION

April 24, 2017

TO:
Honorable Carol Alvarado, Chair, House Committee on Urban Affairs

FROM:
Ursula Parks, Director, Legislative Budget Board

IN RE:
HB3174 by Reynolds (Relating to an environmental report as part of a municipality's comprehensive plan for long-range development.), As Introduced

No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code requiring municipalities to conduct a comprehensive plan every five years. The bill would require an environmental evaluation report be part of the comprehensive plan.

The bill would take effect September 1, 2017.

Local Government Impact

According to Texas Municipal League, the bill could have a significant fiscal impact on municipalities. The cost will vary by municipality. Most municipalities do not have the expertise on staff to perform the environmental evaluation so consultants will have to be hired to assist with the evaluation.
