No significant fiscal implication to the State is anticipated.
The bill would amend portions of the Parks and Wildlife Code to require the Parks and Wildlife Department (TPWD) to establish a program to issue permits for the management of the wild mule deer population to approved applicants. Under current law, TPWD is allowed to operate such a program for mule deer and white tailed deer, and does currently operate a permit program for the management of white tailed deer. The bill would require TPWD to adopt any necessary rules to implement the program by May 1, 2018.
Based upon information provided by TPWD, establishing the program would require 864 programming hours to modify the Texas Wildlife Information Management Services system. This analysis assumes the duties and responsibilities of the bill could be accomplished utilizing existing resources.
