No fiscal implication to the State is anticipated.
The bill would amend Texas Occupations Code, Section 1951.104 to allow the Structural Pest Control Advisory Committee chair to determine agenda items and add items at the request of the Texas Department of Agriculture (TDA) or the commissioner of TDA. The bill would require that the committee advise TDA and the commissioner on proposed rules by an advisory vote before such rules are posted for public comment, and prior to enactment, and would require the committee to review completed cases at the request of the committee chair. The bill would only apply to conduct that occurs on or after the effective date of the bill. The bill would take effect immediately if it receives a vote of two-thirds of all the members elected to each house, or on September 1, 2017.
