No significant fiscal implication to the State is anticipated.
The bill would amend the Education Code relating to use of the Governor's University Research Initiative fund to support the commercialization of property derived from research at or through public institutions of higher education (IHE). The bill would require an eligible project to be supported by one or more private entities participating in the project, in addition to funding provided by the IHE. The bill would limit the amount of the grant to not exceed 50 percent of the total investment by the IHE and the participating private entity or entities. The bill would include certain reporting requirement for the grants. The bill would take effect September 1, 2017.
The Office of the Governor indicates that any costs associated with implementation of the bill could be absorbed within existing resources.
Texas A&M University System, the University of Texas System, and the University of Houston System indicate grants may have a positive fiscal impact. However, the extent of the fiscal impact would vary depending on the amount of any grants awarded to each entity.
Local Government Impact
No significant fiscal implication to units of local government is anticipated.
